The Collapse of the 28-Clause Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension sparked by the introduction of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been stabilised. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The succession of contrasting events captured the grim essence of the recent timeframe. By day, political struggles are fought: optimistic declarations are issued from various governments. Significant resources is devoted on managing specific proposals. By night, the Kremlin clearly shows the world that, for them, military action persists as the primary tool for achieving "peace".

After-Dark Attacks

As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is capable of detecting rocket firings from enemy soil, a capacity afforded by up-to-date information. From observation points, Ukrainian air force fighter jets that had been dispatched to counter approaching cruise missiles flew past – sophisticated military planes provided to Ukraine by European allies.

Moments later, Kyiv's missile defense activated: defensive missiles deployed against a Russian ballistic missile. This was a modern interception technology at work, probably delivered by allied countries. Every deployment jolts you unexpectedly, causing tremors. The brief panic quickly becomes grim resignation: maybe the incoming missile won't strike its target this time, protecting urban areas from ruin and further power outages.

Ongoing Risks

Not long after, a large-caliber weapon opened up on a unmanned aircraft somewhere nearby, part of a rapid response unit – probably imported technology. Regrettably, the bullets missed the hostile drone – it pressed on overhead toward its objective.

With pauses, this carried on until dawn. Kyiv greeted the early updates: several casualties, damage and infrastructure problems in multiple buildings as a result of the evening attack. As always, everyone still continued their routines – living the war. But those entire period encapsulated Ukraine's vital need on Western support – a reliance that regional partners are evidently unprepared to substitute in the short term.

Failed Diplomacy

The detailed framework from US administration provoked deep reactions, discussion and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.

Every new initiative from US leadership adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually secure success. This trend will, undoubtedly, endure.

Political Considerations

It is easy to blame certain parties of persistently promoting Moscow's conditions. But that does not seem to be the whole story. US administration operates on a premise understood by experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The US administration assumes that it is unrealistic to pressure the Kremlin to abandon the land that it presently holds in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, American administration does little to prevent Kremlin actions, through statements or actions, from believing that the status quo will not shift further in its benefit in the coming year.

Divergent Views

Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their incentive to sign a deal that does not give them the largest achievable advantage is close to zero. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing civilians and areas but avoiding a entire defensive failure until situations evolve in its favour.

Existing Situation

Realistically, there are no real preconditions for a ceasefire. Now, personal considerations are becoming relevant: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any proposal Kyiv finds unacceptable, so that their attention does not move to domestic problems. And although their mission will now be considerably more difficult after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

These conflicting dynamics are influencing discussions.

Conclusion and Outlook

It took a mere seven days to terminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, latest revelations, all achieved their purpose.

While new proposals based on established approaches are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and show certain reluctance to alter the situation, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
